Meeting began at 11:10 am.  Vernon Spriggs presiding
I.        MADC
Vernon talked about MAPPA joining with MADC.  Vernon clarified his stance and MAPPA’s
stand on the merger of MAPPA and MADC.  Encouraged MAPPA members to become a friend
of MADC which would give you access to the list serve and other information about the field of
addictions.  
Karen asked about MADC’s interest in wanting MAPPA to become a part of their organization.
Linda and Cindy brought up some questions about MADC and the upcoming MADC
conference.  MADC wanting input on prevention workshops to offer at the conference in May
2010.
Karen suggests coming up with ideas and ways to bring prevention to the table with the state
moving towards the ROSC (Recovery Oriented Systems of Care), so that prevention is defined
for us.  We are defining how prevention fits into the ROSC.
Janet questions being able to provide primary prevention, intervention, and recovery.
Cindy suggests looking at the national information on the ROSC and compare it to the ADAA
website.

II.        Committee Re-Organization 2010
Current MAPPA membership is 70 members.  We acquired approximately 22 new/recommitted
members.
 
•        Advocacy
Vernon asked what are the three top duties that members of the advocacy committee should
be responsible for.
Karen asked for clarification on either topics or duties.  If we are referring to topics then the
MAS should be one of the topics.  (MDSE has cut the funding for the MAS).  Cindy brought up
the fact that the MAS data is needed for the SPF.  Linda shared the information about how
Calvert County will be implementing the MAS in their county.  They have received a copy of
the MAS from the MSDE and are getting it put into a survey generator to make it computer
based for the students.  Will be very cost effective.  Costing anywhere from $500 to $1,000.  
Cindy asked if there was any way that Pete Singleton of MSDE, recommend that the schools
participate in the dissemination of the survey.  Cindy suggested that the regions pay for the
surveys being disseminated.
The membership voted to attach our name to the Dime-A-Drink Alcohol Tax Effort and have
our name listed on media information being sent out.

•        Certification/Re-Certification and Education
Sandy volunteered to be responsible for working on the education committee.
III.        MAPPA Regional Workshops
Reorganized the Eastern Shore into the Upper Shore (Caroline, Cecil Kent, Talbert, Queen
Anne’s) Karen volunteered to be the contact for the Upper Shore.  Lower Shore (Somerset,
Wicomico, Worchester, and Dorchester) Ervina Johnson.
Frederick County was moved to the Western Region.

IV.        Computer Based Testing
Vernon announced that MAPPA will begin to offer computerized testing for certification through
the IC&RC.  They have test sites in Columbia, MD and Georgetown, DE.  The next test is
going to be March 15th – 27th.

V.        MAPPA Conference
The tentative dates for the MAPPA Conference are going to be Tuesday, May 25th –
Thursday, May 27th at the University of Maryland Eastern Shore.  The group suggested
sponsoring a half day of training on Tuesday, May 25th, a full day training on Wednesday,
May 26th, and a half day of training on Thursday, May 27th.
The conference would potentially offer 16 CEU’s.  Lauresa Wigfall is working out the logistics
to having the conference on the UMES campus.  More information about the conference will
be forthcoming.

VI.        Maryland State Prevention Framework Advisory Committee & Workgroups
Vernon disseminated information on the MSPFAC and the three workgroups (SEOW,
Evidence Based Practices, and Cultural Competency).  The group was updated on the status
of MAPPA’s involvement in the MSPFAC and the individual workgroups.
MAPPA board meetings are held on the 1st Wednesday of each month.  The next board
meeting will be on Wednesday February 3, 2010 from 11:00 a.m. until 12:00 noon.  The toll-
free number is 1-888-330-9937.  The participant number is 621882.
